The Notification and Federal Employee Antidiscrimination and Retaliation Act ("No FEAR Act") requires that Federal agencies be accountable for violations of antidiscrimination and whistleblower protection laws. On July 20, 2006, the Office of Personnel Management (OPM) published final rule on implementing training provisions of the No FEAR Act. The final rule states that agencies must train all employees on their rights and remedies under the federal antidiscrimination, retaliation, and whistleblower protection laws.
